MINUTES FOR THE MONTHLY PUBLIC MEETING OF THE
NEW KILLARNEY-RIVIERA ASSOCIATION
HELD AT ROOM 223 OF THE MALL OFFICE TOWER
ON WEDNESDAY 16 MAY 2018 AT 17H00

PRESENT: Wayne Ford (Killarney Village); Charles Whyte (Beverley Heights); Julie Wilson (Killarney Hills); Mike Kalk (Brenthurst Court); Eleanor Huggett (Ward Councillor); Tony Mantle (Gleneagles); Ruth Kuper (Gleneagles); Faye Sher (Whitehall Court); David Spencer (Brenthurst Court); Captain Moonsamy (SAPS).

1. WELCOME
The chair welcomed everyone to the meeting.

2. APOLOGIES

3. DISCUSSION OF TIME CONSTRAINT
• We will strive to keep the discussions short and relevant, so as to finish by 6pm.

4. APPROVAL OF MINUTES OF PREVIOUS MEETING
• The Minutes of the previous meeting were taken as read, and were approved.

5. SECURITY FEEDBACK / SECTOR CRIME FORUM
• Captain Moonsamy presented the crime statistics for the past four weeks. The major issues were as follows: Theft of motor vehicles 1; Theft out of motor vehicles 2; Attempted theft of motor vehicles 2; Armed robbery 1.
• It was noted that drinking of alcohol is now starting to happen on the pavement around the illegal car-washing in 2nd Street as well – this must be stopped before it takes hold.
• Captain Moonsamy reiterated that the informal road closures that security companies now do with cones in many dead-end streets, are not authorised or enforceable. There is no harm in them continuing, provided that the guards always allow any car or pedestrian to get through, if so requested. A dead-end street cannot be appropriated as a private parking area by any building or buildings.
• Employees who reside in staff quarters are also part of the community, and their own security needs must also be identified and addressed.
• The SAPS are conducting operations in Killarney at random intervals, together with the JMPD. Action is being taken against offenders, but the problems have not yet been solved.
• Captain Moonsamy will put us in touch with the Mall security manager, to help with co-ordination of efforts around the Mall.
• When you notice a problem developing with a street party or similar, please first call the City emergency hotline on 011 375 5911 and ask the operator to log a call for you. Don’t let them just transfer you to JMPD, make sure they first log a call for you with a reference number. If JMPD don’t thereafter arrive within about 30 minutes, then contact the Councillor with your reference number and ask her to chase JMPD for service.

6. FEEDBACK FROM COUNCILLORS
• Councillor Huggett gave some feedback. The municipal budgets for the coming year have been set, and they are more generous than previously, which will hopefully translate into better service delivery.
• Street lights are inspected regularly, but corrective action is not always quick. We need to report all problems, and then use the reference numbers to follow up. The councillor will help with the follow-up of slow corrective action, provided we can provide her with a reference number. This is how the system is designed to work, and this is the only way that the problems can be addressed.
• The manhole cover replacement project is happening in the CBD, but it will not reach Killarney for a while still.
• Pavement repairs are now being done by the JRA. Once again, we need to report the problems, and keep the reference numbers for follow-up. The reinstatement at the corner of 5th Street and 2nd Ave was again mentioned.
• The mysterious trench that was dug in 2nd Street cnr 2nd Ave, has still not been addressed. Clr Huggett will follow up to find the wayleave for that work, so that we can at least know who dug the trench in the first place.

7. ENVIRONMENTAL ISSUES
• It has previously been resolved to add a top-up of fresh sand to the sandpit in the park playground area, but this has been delayed by concern about the size of the delivery truck, its ability to fit through the park gate, and the risk of damaging the paving flagstones in the park. At a recent meeting on site with a company representative, it was agreed that they will deliver the sand with a bakkie, so as to minimise the risks, even though they will now need to make multiple trips. We will probably require four cubic meters of sand in total, and each load will cost R2162 if delivered by a bakkie, for a total cost of about R8648.
• Please report problems of potholes and pavements to the JRA at http://www.jra.org.za/find-and-fix-mobile-app, or call 011 375 5555. Please keep the reference numbers for follow-up.
• Please also use the number 0860 562 874 to report all road and pavement-related problems to the municipality. This includes all cases of rubble being dumped on pavements, potholes in roads or pavements, road signs in need of repair, streetlights not working, blocked storm-drains, or traffic lights out of order. You can also report all of these issues to the call centre hotline number – 080 872 3342. Please keep the reference numbers for follow-up.

8. FINANCE AND MEMBERSHIP
• The 2018 invoices for membership subscriptions have been sent out. Thus far 21 buildings have already paid the 2018 subscription, which is about 35% of the suburb. Your support for the year ahead would be very much appreciated.

9. GENERAL
• A number of serious potholes have developed recently in Oxford Road, between Riviera Road and Bolton Road. They tend to be along the centre-line, and are deep enough to force a car to swerve, which will soon cause a serious accident.
