MINUTES FOR THE MONTHLY PUBLIC MEETING OF THE

NEW KILLARNEY-RIVIERA ASSOCIATION

HELD AT THE MALL MANAGEMENT OFFICES ON 9 JUNE 2010 AT 18H00

1.         WELCOME

WF welcomed everyone to the meeting, and thanked the Mall for hosting the meeting.

2.         APOLOGIES

3.         APPROVAL OF MINUTES OF PREVIOUS MEETING

The Minutes of the previous meeting were taken as read, and were approved.

4.         SECURITY FEEDBACK / SECTOR CRIME FORUM

• Inspector Bester (now Warrant Officer Bester) has apologised again for not attending, as he is hard at work on FIFA crime-prevention duties. Seemingly the only serious issue for May was an armed robbery in Killarney of a vehicle that was carrying cash through Killarney from a business in Hillbrow to the bank. This is not really a “Killarney” crime per se. Nobody was injured in the robbery.
• WF reported back that the Hillbrow Station Commander, Brigadier Mboweni, has been removed from his command. No details re the reasons have yet been made available. Colonel Van Rhyn, a highly experienced senior officer with years of experience in Hillbrow, has assumed command in an acting capacity. This does not affect us directly.
• WF reported that the constitutional issues at the Hillbrow CPF are to be resolved by a fresh election at an AGM in July. The meeting unanimously appointed Wayne Ford to represent the Killarney-Riviera Sector at the Hillbrow CPF AGM, and nominated him to stand for office in the CPF elections.
• It was noted that some action has recently been taken against the vagrants in 7^th Street, both by SAPF and the JMPD. On-going effort will be required to fix the problem, but the meeting applauded the various officials concerned for their efforts thusfar.
• There were no other concerns from the meeting needing to be passed on to W/O Bester.

5.         TRAFFIC ISSUES

• The three proposed traffic safety measures are almost ready to go. After numerous modifications to the designs, the engineers believe the JRA is ready to approve the plans. However they are not likely to get written authorisation until late next week.
• Council have not yet finished repainting the street markings on the roads. However, now that the fibre-optic canal has been reinstated, hopefully more progress will be made.
• The meeting unanimously authorised WF and CW to proceed with obtaining the stencils and paint to refresh the street names on kerbstones. WF and CW will test various labourers, and will prepare some demo sites. This work will include painting the street numbers on the kerb-stones outside the various buildings. Tri-Star will be approached re donating paint, in exchange for a mention in the next newsletter.
• The traffic light at the motorway off-ramp into Riviera Road keeps cars waiting a long time, at what is regarded by the SAPF as a hijack hotspot. Clr R is requested to have this adjusted, preferably to using a motion-sensor, for safety reasons.
• It was noted that a SAPF bus occasionally parks on the pedestrian crossing outside Clicks, while police members go shopping. Residents are asked to take a photo of this bus next time this happens, and to ensure the photo shows the licence plate or call-sign of the vehicle, so that SAPF management can follow this up.

6.         ENVIRONMENTAL ISSUES

• The M1 embankment alongside the broken fence in 7^th St has been cleaned up. Many thanks to the officials concerned.
• PikiTup have promised us two more new concrete street-bins, and have undertaken to let us have any old bins they can find.
• A letter was sent to the Mayoral Committee member for infrastructure, requesting assistance with accounts that are incorrect or non-existent, lamp-posts that are not serviced correctly, power that is cut off seemingly without City Power noticing, and the help-line which has failed. No response has yet been received. Clr R recommended that the letter be copied to the billing department representative as well.
• It was noted that the new Consumer Protection Act, which becomes effective in October 2010, will require municipalities to provide the services that they are paid to provide, or else pay refunds and compensation.

7.         NEWSLETTER AND WEBSITE

·         The new-look one-page newsletter has been delivered to WMP for printing and delivery.

8.         FINANCE AND MEMBERSHIP

• The treasurer (SM) is overseas, and has apologised for this meeting.

9.         GENERAL

The meeting closed with thanks to all attendees, and to the Mall for the use of their facilities.
