MINUTES FOR THE MONTHLY PUBLIC MEETING OF THE

NEW KILLARNEY-RIVIERA ASSOCIATION

HELD VIRTUALLY OVER THE INTERNET

ON WEDNESDAY 20 NOVEMBER 2024 at 18H30

PRESENT:      Floh Thiele (La Camargue); Charles Whyte (Beverley Heights); Kim Robinson (Killarney Hills); Nadia Nikakhtar (Killarney Park); Councillor Huggett; Mark Baard (Devon Place); Boitumelo Sebambo (Mentone Court); Lindiwe Bardill (Chartwell).

  • Floh chaired the meeting. He opened the meeting and welcomed the attendees.

3. DISCUSSION OF TIME CONSTRAINT

  • We will try to keep the meeting to one hour if possible.

4. CONFIRMATION OF MINUTES, AND MATTERS ARISING

  • The minutes of the previous meeting have been circulated to all attendees, and have been approved by them. The details thereof were incorporated into the monthly newsletter.

5.  STATUS OF OUR SUBURB, AND LIST OF ISSUES REQUIRING ACTION

  • Repainting street names on kerbs -: Previous NKRA meetings approved to have all the street names repainted on the kerbs. The repainting work is now basically done – the few snags are being resolved. Charles will inspect the work for correctness and quality, and he will also take the mosaic corners into account.
  • It was noted that Charles was never informed about which corners were going to get mosaic signs instead of paint, so these corners all got the painted signs. Some money could have been saved if the mosaic team had communicated their plans timeously. This must be considered for all future projects.
  • It was confirmed that the project had followed proper procedure. We did not find many contractors willing to do the work, but the contract was awarded to a contractor who had done this kind of work before. It was mentioned that ideally we should get three quotes if possible, but that we were only able to find two suppliers prepared to do this work at this scale. The kerb-stones had been properly scraped, cleaned and prepared before painting. It was noted that in some cases the fresh paint has already been marked by tyres.
  • The best practice of obtaining three quotes prior to contractors being chosen and work being done, was discussed and agreed to.
  • There were questions about the specifications that were followed, including not re-painting the black side-panels. Charles will follow this up with the contractor. A report will be published shortly.
  • The Themba Clean-up Project is ongoing. Donations continue to trickle in. The embankment along Newtown Avenue to Houghton Drive needs weeding and cleaning again, as does Anerley Park.
  • The rubbish bins in Oxford Road and Riviera Road don’t get emptied by PikiTup. Cllr Huggett will follow up on this for us.
  • There is currently no pavement bin in Riviera Road between 4th Street and Oxford Road on the southern side, although this is needed due to heavy pedestrian traffic. Cllr Huggett will send a contactor from Norwood to investigate.
  • The Community Food Garden -: The produce is ready for harvesting, and signs have been put up encouraging people to take what they need. This area is almost ready for re-planting.
  • Illegal hawking –: Cllr Huggett will speak with the new JMPD Superintendent Baard.
  • Mall security control room -: We need to all help to monitor if they are responding to our reports and requests for assistance. Allegedly they’ve been unresponsive on occasion.
  • The NKRA has written to the Mall management regarding implementing extra street-facing lights and CCTV – we need to get feedback on the Mall’s responses (if any).
  • Cllr Huggett will follow-up on the streetlight-repairs list that was prepared by Ismail, and submitted repeatedly by Nadia to the municipality.
  • The Community Street Patrols are ongoing, and are adding good value.
  • The new artwork gate for the 4th Street Park –: JCPZ are not responding to Nadia’s emails. Cllr Huggett will ask Jerome Ogle (a senior manager) to assist.
  • Regarding the homeless people in Killarney, a new WhatsApp group called Socioeconomic Issues has been created to co-ordinate humane but effective responses from the community.
  • Nadia has arranged a meeting with the Urban Surfer organisation at the Waste-Picker camp between the highway and the Holland Insurance premises, to see how they work, and how we can work better with them. In particular, we need to see if anything can be done to reduce the littering in the nearby park on Oxford Road.
  • A meeting with the Killarney Mall is scheduled for the end of November, to receive their feedback on the taxi situation, and to discuss various other issues.
  • It was suggested that the municipality may need to do more here. Cllr Huggett will follow up on this for us.
